Hill Associates is searching for a Senior Contracts Administrator to provide essential support to our corporate team on contract, compliance, and other business matters. This is a Part-Time, remote position where you’ll be a key player, collaborating with Hill Associates’ Program leads, clients, and subcontractors. The right candidate will need to be highly skilled at prioritizing tasks and communicating effectively at all levels of management. Key Responsibilities:
- Manage the full contract lifecycle, providing "cradle to grave" administration for GSA Multiple Award Schedule (MAS) contracts, Federal Agency contracts, and subcontracts
- Monitor company policies and practices to ensure contract compliance. Recommend, develop, and implement policies and procedures to ensure adherence to contractual obligations and regulatory requirements
- Coordinate and communicate with program leads, subcontractors, and clients, to resolve any disputes or problems that may arise during the contract lifecycle
- Prepare essential agreements, including Subcontracting Agreements, Non-Disclosure Agreements (NDAs), and Teaming Agreements. Consult with legal counsel when appropriate
- Ensure timely submission of reports and contract deliverables. Analyze and monitor deliverables to ensure accuracy and completeness with contract requirements.
- Coordinate and support Program Leads to ensure all Agency contract requirements are met
- Work with proposal teams on the planning and development of RFI, RFP, and RFQ cost narratives, and pricing strategies
- Maintain accurate and accessible contract documentation, including all pertinent sign-off documents and work papers, in the company repository
- Provide advice and interpretation on federal contract requirements and maintain current knowledge of relevant contractual procedures
Requirements:
- Bachelor’s Degree in Business Administration or related discipline
- Minimum 10-15 years of relevant experience, with at least 10 years dedicated to federal contract administration and compliance.
- Strong knowledge of and familiarity with FAR is required
- Experience with multiple contract types, performance-based contracting, and GSA is mandatory
- Broad-based understanding of Federal government contracting, finance, accounting, business law, and procurement
- Extensive experience with managing GSA MAS contracts and Federal Agency contracts awarded to GSA MAS schedule holders. Proven ability to lead the review and analysis of RFPs and prepare audit trails for compliant cost volumes
- Skilled at identifying contract risks, drafting contractual requirements, and negotiating agreements
- Strong ability to work independently as well as part of a team, making sound business judgments and managing multiple activities with tight deadlines
- Excellent interpersonal, analytical, and problem-solving skills, with strong written and verbal communication
- Proficient in Microsoft Office Suite, especially Excel, Word, and Outlook
Desired Experience:
- Experience with OCI (Organizational Conflict of Interest) identification, diligence, and mitigation.
- Experience in contract administration with Information Technology Professional Services.
