(https://youtu.be/Bevm6F3LfBM) Description of Job Division of Motor Vehicles (DMV) The Division of Motor Vehicles (DMV) provides services used by nearly every resident of the State. Colorado residents utilize identification, driver, and vehicle services at State and County offices to obtain identification cards, driver licenses, vehicle registrations, titles, and other related services. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance. The Driver License (DL) section has the responsibility for issuing Colorado credentials which include driver licenses, instruction permits, commercial driver licenses, and identification cards. This is accomplished in-person at 36 state and 17 county driver's license offices (DLO) throughout Colorado as well as through the internet renewal and renewal by mail processes. The DL section has over 320 employees assigned and provides programmatic oversight to over 60 county employees who issue credentials on the State's behalf. In total, the DL section issues over 1.3 million credentials per year. The Driver License section is also responsible for monitoring the education of third-party testers (over 200 separate organizations who contract to work with the state) who may administer both written and skills tests (basic, commercial, and motorcycle) to the public. These activities result in over 300,000 written tests and over 110,000 drive tests being conducted each year. As an Operations Analyst, you will work closely with driver license field offices. As such you will:

  • Maintain and update Driver License Standard Operating Procedure (SOP) documents as needed and coordinate forms.
  • You will be a valuable resource and troubleshooting guide for Driver License Office Technicians.
  • This position will spend a significant amount of time on data analysis and reporting.
  • Support the Driver License working group, assist in clarifying processes and procedures; and review updates
  • Process refund requests and monitor auto-closed document audit reviews
  • Act as a policy advisor for Driver License Administration team

This business position is a primary Subject Matter Expert (SME) for Driver License procedures and policies and is responsible for maintenance of the Driver License Standard Operating Procedures (SOP) Manual. This position communicates procedure and policy changes to driver license office staff and serves as the primary point of contact for staff needing assistance with statutes, rules, procedures, and policies. The position assists in all functions related to Driver License Section procedures, policies, and data reporting to internal and external stakeholders. The Operations Analystis responsible for Driver License information analysis, research, and project implementation, and assist with project testing. This position is responsible for assisting with compiling data and information for evaluation, creating reports pursuant to legislative requests, and detailing potential outcomes of legislative implementation to the Driver License Section. They participate in the creation and maintenance of Rules and Regulations related to the Driver License Section. This remote position is currently tasked with performing work duties via flex-place (aka telework, work-from home arrangements) with as needed on-site visits with client groups as well as periodic work at the assigned primary physical work address.) OR Education And Experience A combination of related education in Business Analysis, Business Administration, Communication, Finance, Accounting, or a related field and professional experience as a Business Analyst or related experience equal to six (6) years total. Preferred Qualifications The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • County or State experience supporting a Department of Motor Vehicles
  • One or more years of business analyst experience capturing, refining, and verifying software development requirements
  • One or more years of experience facilitating User Acceptance Testing
  • Experience as a subject matter expert regarding government agency policy and procedures
  • Experience in technical writing including standard operating procedures and departmental policy documents
  • Exceptional attention to detail and organizational skills

Conditions Of Employment With The CDOR Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. As a condition of employment with the CDOR , all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
