Delivery Manager

Senior Delivery Manager (Contract) – Public Sector | Agile | Azure DevOps | Software DeliveryCeox Services Ltd is seeking an experienced Senior Delivery Manager (Contract) to lead Agile software delivery across high-impact UK Government projects. You will work closely with our Microsoft technology teams (Dynamics 365, Power Platform, Azure) to deliver robust, scalable applications and intelligent solutions.

Reporting to the Project Manager Lead, you’ll take a hands-on approach to delivery, managing development teams using Scrum, driving best practices, and ensuring successful outcomes.

Key Responsibilities

• Lead end-to-end delivery of Agile software development projects across UK Government clients
• Manage and mentor cross-functional development teams, ensuring consistent, high-quality output
• Use Azure DevOps for sprint planning, backlog management, release tracking, and reporting
• Ensure full delivery governance, including RAID, financial tracking, milestones, and project controls
• Work closely with Microsoft technology teams across Dynamics 365, Power Platform, and Azure
• Engage confidently with stakeholders across Central Government departments and non-departmental bodies
• Ensure alignment with GDS phases, assessments, and service standards
• Drive continuous improvement in Agile ways of working and team performance
• Collaborate with the Project Manager Lead to ensure seamless reporting, risk management, and delivery excellence

Mandatory Requirements

• 3–4+ years’ strong UK Government project experience
• Extensive experience leading and managing development teams
• Strong background in application development and software delivery
• Worked directly for suppliers/consultancies delivering to Government clients
• Experience managing Agile software development projects
• Experience working with Azure DevOps for development and delivery workflow
• Experience with GDS phases, service standards, and assessments
• Ability to run end-to-end project governance: RAID, financials, planning, metrics, reporting
• Eligible for BPSS clearance (to be completed post-contract award)

Desirable Experience

• Delivery experience with Dynamics 365, Power Platform, and AzureSoft Skills

• Strong stakeholder engagement, including senior executives
• Excellent written and verbal communication skills
• Confident leadership and structured decision-making
• Collaborative team mindset with strong relationship-building skills
• Highly organised with strong attention to detail
• Ability to translate technical detail into clear business language
