About The Role The Financial Analyst – Environmental Health position is a vital role within the Environmental Health Bureau of MDHHS, dedicated to managing and overseeing financial operations related to environmental health programs. This remote/virtual role requires the candidate to reside and work in Michigan, providing critical financial support to ensure compliance with state and federal funding regulations. The analyst will be responsible for developing and managing budgets, monitoring expenditures, and providing financial insights to leadership for strategic decision-making. The role demands a detail-oriented professional with strong analytical skills, capable of handling complex financial data, preparing forecasts, and supporting internal audits. The successful candidate will collaborate with various internal departments, contribute to financial process improvements, and support the overall fiscal health of environmental health initiatives. Qualifications
- Possession of a bachelor’s degree in any major with at least 12 semester (18 term) credits in accounting, finance, or economics.
- Minimum of three years of professional experience in reviewing, analyzing, interpreting, or evaluating budgets, loans, mortgages, or other financial data.
- Experience in preparing budgets, expenditure reports, and financial projections (preferred).
- Proficiency with Microsoft Excel and financial modeling/reporting tools.
- Knowledge of MDHHS financial operations, environmental health funding structures, and grant management (preferred).
- Familiarity with federal requirements and state appropriations affecting environmental health programs.
- Experience with SIGMA Financial and SIGMA Budget systems (preferred).
- Strong organizational skills, attention to detail, and ability to prioritize tasks effectively.
- Excellent communication skills, both oral and written, with the ability to present complex financial information clearly.
- Ability to work independently with high initiative and accountability.
Responsibilities
- Develop and oversee annual and multi-year budgets for Environmental Health Bureau sections and programs, incorporating various funding sources including state, federal, and restricted funds.
- Serve as the fiscal liaison, providing guidance on allowable costs, spending plans, and funding availability to division and office staff.
- Monitor expenditures, analyze spending patterns, identify variances, and recommend corrective actions to ensure fiscal compliance and efficiency.
- Process and review financial transactions such as journal entries, project setups, cost reallocations, and budget adjustments.
- Assist in financial forecasting, legislative reporting, and strategic planning efforts to support program sustainability and growth.
- Support audit and monitoring activities by preparing and maintaining accurate financial documentation and records.
- Create and maintain financial tracking tools, dashboards, and reports to facilitate transparency and effective program management.
- Collaborate with internal partners, including grants, purchasing, accounting, audit, and IT departments, to optimize financial processes and controls.
- Recommend and implement improvements to internal controls, financial procedures, and administrative workflows.
- Provide training and technical assistance to program staff regarding fiscal procedures, regulations, and compliance requirements.
- Represent the organization professionally, always acting in the best interests of MDHHS and MPHI.
- Perform other related duties as assigned to support the financial health and operational efficiency of the bureau.
